It’s so noticeable that even she remarks on it. So since she knows of one other person that has the same memories as her, why not more? It explains the Emperor’s actions, he knows what’s up and is claiming not to love her because he believes that would be a burden for her. He wished for her happiness in the past, and is trying to make her happy now.
