What the emperor means is that, in an attempt to reduce the power of the 5 duchies, he allowed the marriage between two duchies on the condition that they would birth a single heir, which would inherit the power of the two duchies. And that heir, AKA the male lead, was supposed to marry the imperial princess (as stated in the emperor’s plan) so that the power of the two duchies now belonged to the imperial family [since the male lead would become emperor through marriage]. In the end there would only be 3 duchies remaining, thus the emperor would have successfully reduced the power of the duchies, which the emperor said were known throughout the kingdom for being more powerful than the royal family.
