The chessboard is a representation of the administration of the kingdom/empire that they live in. There is only king on the board to represent the current king as well as more than usual amount of other pieces to represent the other factions of different types of important figures i.e. nobles, people in administrative positions etc. The current placing of the pieces on the board represents the current state of affairs of the kingdom and the pieces will be moved according to changes.
I think that the the bishop might be representing the duke as the piece on the default layout of the board that stands on one side of the king is a bishop (the other is the queen)
or maybe he can only move diagonally and is worth 3 points idk.
