i think anita’s control over him is slipping and he can think for himself for short periods of time. I’m guessing it’s because in the first timeline regina was so focused on her famly and the country she almost never saw herman, which let anita with ample time to keep him under her control, but now that she proves to be so troublesome she needs to act separately from him at some points and in those moments the mindcontrol is slipping slightly and he returns to the person he was. I think that’s because the spell anita used on herman is stronger than what she normally uses, that’s why he didn’t go nuts when he heard the name of the first emperor and she might need to use more power to keep it active
